ESU Strečno: building authority digital services

Electronic Building Authority Services (ESU) for the Joint Building Office Strečno. The system gives the office and municipalities instant insight into open files, acts, and deadlines.

About the project

The building office in Strečno handles construction agenda for eleven municipalities: Bitarová, Brezany, Divina, Divinka, Dlhé Pole, Horný Hričov, Hôrky, Ovčiarsko, Stráňavy, Strečno, and Svederník.

The portal esu.sk/strecno splits access by municipality and staff role (building supervision, architect, technician, legal, administration). Each side sees only what belongs to their scope.

Firemný Cloud runs and supports this service in the EU. We are not selling a ready made Nextcloud package to a town hall. This is the office's own information system on our infrastructure.

What the system delivers

Open file overview

Exact status of each file: stage, acts completed, what it waits for, how long it has been open, and when the last act happened.

Act audit over time

Each act is logged with time and responsible person. History cannot be rewritten without a trace.

Statistics and reports

Data for fee accounting and for the Statistical Office of the SR. Less manual counting from paper registers.

Status for municipal leadership

The mayor and municipal staff can verify file status instantly without calling the registry desk.

Problems in running a building office

Without centralized records, the same difficulties repeat. ESU answers them with concrete features.

Lost overview across files

An office handles dozens to hundreds of proceedings at once. Paper or scattered records do not show which files have stalled.

ESU answer: one screen of open files with filters by municipality, proceeding type, and status. Last act and open duration are visible.

Deadlines and delay risk

Construction proceedings have statutory time limits (typically 30, 60, or 90 days by complexity). Incomplete applications pause the clock. The new Building Act also adds rules on deemed consent from other bodies.

ESU answer: file status and waiting points are visible. Clerks see what blocks the next step.

Waiting for other authorities

Fire service, hygiene, nature protection, or other bodies must comment. Until they do, the file does not move. Without tracking, reminders are forgotten.

ESU answer: the file shows what it waits for, not only a note in one clerk's folder.

Incomplete applications

A citizen or designer submits an incomplete request. The office asks for supplements and proceedings stop. It is easy to lose track of whether supplements arrived.

ESU answer: acts such as request, receipt of supplements, or resumption are logged in file history.

Joint office for many municipalities

One building office for eleven towns means shared capacity and different contacts at each town hall. Each municipality needs status on its own cases.

ESU answer: login by municipality and role. The mayor in Divinka does not see Strečno internal notes but sees their municipality's files.

Accountability and audit

The office must prove who performed which act and when. Complaints or audits need a single trail.

ESU answer: a timeline of acts in the file instead of reconstructing from email and paper.

Fees and statistical returns

Proceeding fees and statistical reports need countable data per period. Manual sums from registers are slow and error prone.

ESU answer: exports and statistics from one file database instead of retyping into spreadsheets.

Pressure for transparency to the municipality

Mayors hear complaints like "where is my permit". Without a tool they must call the clerk who searches the file.

ESU answer: authorized municipal access to real time status within limits set by the building office.

Registry and hybrid files

Offices still receive paper submissions. These must align with the electronic part of the file under registry rules and file service regulations.

ESU answer: digital act records complement the physical file. Every step in the proceeding is captured in the system.
