Cloud for municipalities

A municipality processes citizen data. That is not a corporate Gmail account or a WhatsApp group. We offer EU solutions with human support from Slovakia.

Municipal Cloud

For towns and small offices we use the brand obecnycloud.sk. The domain points to the same offer as this page (firemnycloud.sk/municipalities).

That means document hosting, internal communication, and digital office services in the EU. Not a corporate bundle copied without public sector adjustments.

What we deliver

Documents and collaboration

Nextcloud for office files, sharing between departments, and backups. Data in Germany (EU).

Internal communication

Rocket.Chat instead of WhatsApp or Messenger between staff. Channels for mayor, clerks, and technical teams.

Tailored systems

Custom office information systems (like ESU for building authorities). Operations, monitoring, support.

Town website and CMS

Partnership with a provider of managed CMS for municipalities. We can integrate our services directly into the town website (forms, links, sign in).

CMS for the municipal website

We work with a vendor who runs managed CMS for Slovak municipalities. The town gets a maintained website, not scattered plugins without updates.

We can connect Municipal Cloud to the existing site: secure links to documents, contact forms with data in the EU, unified sign in where agreed. Details are project based by town size.

Why requirements are stricter than for a company

A municipality is controller of citizens’ personal data. The office handles names, requests, and official records. Mistakes have public and political weight.

Legal framework (brief)

Informational. Not legal advice. Confirm your approach with the town’s lawyer or the Slovak Data Protection Authority.

  • GDPR (EU Regulation 2016/679) and Slovakia’s Act No. 18/2018 on personal data protection.
  • Act No. 95/2019 on information technologies in public administration.
  • Duty to inform citizens about processing and to have a contract with processors who handle data for you.
  • Transfers to third countries (e.g. the US) follow strict rules. Public clouds with data centres outside the EU add risk and paperwork (adequacy, DPAs, audits).
  • Cybersecurity rules for public administration are tightening (NIS2 and national implementation). Offices need control over infrastructure and vendors.

For a town, “we have consent in terms” is often not enough. You need to know where data lives, who can access it, and what happens if an account is blocked. See also when the cloud locks you out.

WhatsApp, Messenger, and similar

A “clerks” WhatsApp group is convenient but problematic. The provider is outside the EU. Terms allow broad use of metadata. Messages are hard to archive under records law and internal rules.

You should not send official decisions to citizens via WhatsApp without a clear legal basis and proper information. For internal coordination, a service under your EU contract is safer, e.g. Rocket.Chat hosted with us.

Mass information to citizens uses dedicated channels (SMS, email, official website). We choose them per project, not replace the office with Meta chat.

Why not regular US cloud

  • Citizen data must stay protected under Slovak and European law.
  • Contract and support in Slovak, with an EU vendor.
  • No dependency on one US account an algorithm can block with no human on the line.
  • Audit and backups aligned with office needs.

Example from practice

A reference project we run today.

ESU for the Joint Building Office Strečno

Portal esu.sk/strecno (Electronic Building Authority Services) for eleven municipalities in the region.

Custom information system: file overview, act audit, statistics. Not an off the shelf Nextcloud sale to a town hall.
